Committee Hears Presentations from Appeals and Rent Boards; Continues Enterprise Budgets for Public Comment

The Budget & Finance Committee heard two additional enterprise department budget presentations and related analyst reports before continuing remaining items for public comment.
Cynthia Goldstein, Executive Director of the Permanent Appeals Board, outlined the Board's reduced caseload (about a 32% decline over several years), the composition of appeals (roughly two-thirds land-use related), and the Board—s plans to implement a new database to streamline filings and public access. Goldstein said the board had trimmed staff during the downturn, is not requesting staffing changes now and expects to cover modest salary and fringe increases in the next two fiscal years. The budget analyst reported no recommended reductions for the Appeals Board.
Deline Wolf, Executive Director of the Rent Board, presented a budget of about $6 million for FY12-13 and described revenue sources (rental unit fee), staffing levels (about 28.5 FTEs) and a recent 25% increase in petitions filed this fiscal year. Wolf noted that nearly 400 documents have been translated into multiple languages and that the Rent Board maintains multilingual staff and contracts with LanguageLine to provide interpretation in 170 languages. The budget analyst also offered no cuts for the Rent Board and confirmed modest salary-driven increases in the two-year budget.
Chair Carmen Chu moved that items 1–3 be continued to the next day to allow public comment; the motion carried without objection and the committee adjourned.
