The Land Use & Transportation Committee unanimously recommended that the full Board of Supervisors approve the updated Hazard and Climate Resilience Plan, which combines the 2014 Local Hazard Mitigation Plan with expanded climate adaptation and equity goals.
City resilience staff said the update expands the prior plan by integrating climate adaptation strategies, mapping social vulnerability and involving community stakeholders. "Equity was one of our key guiding principles," Department of Emergency Management staff said in their presentation, noting outreach to more than 70 community organizations and a cross-departmental drafting effort.
The plan identifies near-term and long-term strategies across infrastructure and community resilience, clarifies departmental roles and helps the city meet federal requirements tied to FEMA reimbursements for disaster response. The committee vote to forward the plan reflected an urgency among members that the city accelerate measures addressing heat, wildfire smoke and sea-level rise even as the COVID-19 response continues.
