Committee approves sending 20 Fifth Street navigation center extension to full Board

The Land Use & Transportation Committee on May 18 recommended that the Board of Supervisors consider a five‑year extension of the temporary Central Waterfront Navigation Center at 20 Fifth Street in the Dogpatch neighborhood.
Ms. Cohen, representing the Mayor’s Office, told the committee the navigation center — operated in partnership with Episcopal Community Services and Providence Foundation — has served more than 680 unique clients since opening in 2017 and provides case management, medical services and housing navigation; roughly 20% of clients have exited to permanent housing, she said. The center sits on Port property at the dead end of 20 Fifth Street, adjacent to parkland and transit.
The ordinance before the committee would extend the street vacation for five years to align with a Port Commission memorandum of understanding. The Dogpatch Neighborhood Association provided a letter of support that Ms. Cohen said was considered in preparing the extension.
After public comment from supporters and neighbors, the committee voted to send the item to the full Board as a committee report for hearing May 19. The roll call recorded Supervisors Preston, Safaie and Peskin voting Aye.
What’s next: The full Board will consider the extension at its May 19 hearing.
