Committee recommends Mainland Market’s liquor license transfer with loitering‑prevention condition

The committee recommended that the Board of Supervisors approve the transfer of a Type 21 off‑sale general (beer, wine and distilled spirits) license to Docca’s Inc., doing business as Mainland Market, at 5601 Geary.

SFPD’s ABC liaison reported zero letters of protest and zero letters of support, described the location as a low‑crime, low‑saturation area, and said Richmond Station had no opposition. ALU recommended approval with one condition: the petitioner "shall actively monitor the area under their control in an effort to prevent the loitering of persons on any property adjacent to the licensed premises." The petitioner’s representative, Naveed Huminrod, who identified himself as the owner of Mainland Market, said the business is primarily a grocery store — he estimated alcohol accounts for roughly 5% of sales — and that he would sign conditions limiting alcohol activity.

The committee moved the resolution to the full Board with a positive recommendation; Vice Chair Stephanie, Member Haney and Chair Marr voted "aye." The resolution will appear on the Board agenda for March 9, 2021.
