Committee recommends approval of two San Francisco liquor-license transfers

The Public Safety and Neighborhood Services Committee on Dec. 10 voted to recommend Board of Supervisors approval of two liquor-license transfers in South of Market and the Ferry/Market area.

An ALU representative told the committee that Tony Baloney’s, at 1098 Howard, applied for a type 21 off-sale general license and that the police-planning memo (PCM) and ALU recommended approval with the condition that the petitioner actively monitor areas under its control to prevent loitering adjacent to the licensed premises. David Villalobos, representing the applicant, said the business is converting to a code‑compliant grocery with deli service, that less than 15% of floor area will be dedicated to alcohol, and that the store would close at 9 p.m.

On the second item, ALU reported no letters of protest for the San Francisco Wine Society’s application for a type 42 on‑sale beer and wine license at 408 Merchant but recommended three standard conditions: active monitoring to prevent loitering, maintenance of adjacent areas free of litter, and continuous employee supervision of patio areas when in use. Danielle Kuznick, who said she had operated The Hidden Vine and now plans to reopen the Wine Society, described scholarship and fundraising activities tied to the venue.

With no callers in the public‑comment queue for either item, Chair Rafael Windleman moved both matters be forwarded to the full Board as committee reports. The committee recorded unanimous committee votes to recommend approval for both transfers.

Next steps: The committee reports will be transmitted to the Board of Supervisors for consideration on the Board agenda noted by the clerk.
