The Budget and Finance Subcommittee voted to forward an ordinance to increase the Department of Building Inspection’s cash revolving fund from $2,000 to $4,500.
Pamela Levin, DBI deputy director, said the increase supports a new cash-management system that allows permit clerks to process payments at their stations, reducing wait times and improving accountability. Levin explained the revolving fund functions like a retail cash drawer: days are populated with cash in specific denominations so clerks can make change for large cash transactions (she cited examples where permit payments can be $2,000–$3,000 in cash). Levin emphasized the fund is not used for department expenses or petty cash.
Supervisor Jane Kim asked for clarification on how increasing the revolving fund improves cash management and accountability; Levin responded that the change supports daily operations and reduces customer delays. The committee forwarded the item with recommendation.
