Subcommittee approves $2.694 million supplemental for DPH nurses' raises

The Budget and Finance Subcommittee voted without objection to forward an ordinance approving a $2,694,000 supplemental appropriation to the Department of Public Health to cover recently effective nurse wage increases.
Greg Wagner of the Department of Public Health told the committee the supplemental is a budget 'clean-up' covering scheduled wage increases that the budget had assumed would be deferred but that ultimately went into effect March 31. Wagner said the increases arose from provisions in existing memoranda of understanding and are needed so the department can finish the fiscal year without program reductions.
Monique Smuta of the Controller’s Office explained a recent charter amendment changed the city’s process so that, going forward, labor negotiations must be complete before the Board approves the budget; she said this item is one of the last instances of a retroactive contractual cost being funded after board action. A member of the public who identified themselves as an environmental justice advocate urged supervisors to visit city hospitals and see nurses’ workloads firsthand and expressed support for the raises.
Supervisor Jane Kim asked about the practice of assuming concessions that had not been agreed before budget approval. Wagner and Smuta said the increases were included in existing MOUs and the budget had assumed modified MOUs that did not materialize. The committee moved the item forward with recommendation to the full Board.
Next steps: the ordinance will appear on the Board of Supervisors agenda as noted by the subcommittee.
