Supporters cited public‑hearing testimony from local farmers and cooperative advocates who argued cooperatives can help small producers aggregate volume, access markets and share infrastructure. "Cooperatives will enable farmers to aggregate production and negotiate as one entity," one speaker said during the hearing, and testimony highlighted examples from regional and international contexts.
Senators also framed the resolution as practical: proponents said cooperative structures can improve food security, support livelihoods, and offer pathways for small business continuity and employee ownership. Several senators urged GEDA, UOG and community partners to lead outreach and training programs. With no objections, the body moved resolution 83‑38 LS into the third‑reading file for final action.
The resolution does not appropriate funds; it directs coordinated implementation steps and outreach to support cooperative development on Guam and with regional partners.
