SF committee delays SB 1045 conservatorship hearing after months with no petition filed

Chair Rafael Mandelmann told the Public Safety and Neighborhood Services Committee on Nov. 12 that the months‑long review of the city’s SB 1045 housing conservatorship implementation has produced no petition filings. "Not a single SB 1045 conservatorship has been filed," Mandelmann said, and he asked that the department directors — including the Department of Public Health’s Grant Colfax and the Office of Public Conservator — appear at the next committee meeting.
Mandelmann recounted that the committee first took up the evaluation in June and had heard updates in July and September. He said repeated assurances of progress had not produced a petition and that the lack of filings "begs a deeper question about what we are even doing with this program." Mandelmann moved to continue the hearing to the Dec. 10 committee meeting so the committee can hear from director‑level staff; the motion passed on a 3‑0 roll call vote (Vice Chair Stephanie and Supervisor Walton joined Mandelmann in voting aye).
The committee did not take further action on SB 1045 at the Nov. 12 meeting. The continuance means members expect director testimony and additional information at the December hearing before considering any next steps.
