Committee gets status update on housing conservatorship; no petitions filed yet, hearing continued to Nov. 12

Department officials told the committee on Sept. 24 that the city has not yet filed a housing conservatorship petition under SB 1045 and that staff are still working to implement the program.
Dr. Angelica Almeida, director of Forensic and Justice-Involved Behavioral Health Services, said the city is "actively working to serve about a dozen individuals" and described coordination with hospitals and conservators’ office staff. Almeida said COVID-related delays and limitations on data access have slowed implementation and noted the program requires thresholds tied to multiple 5150 holds: "we have to serve individuals starting at the fifth through eighth 5150," she said, describing the threshold calculation discussed in the report.
Chair Rafael Mandelmann asked for more detailed data on 5150s, psychiatric emergency services activity and diversion patterns after raising concerns about the pace of implementation and whether the program was identifying the targeted individuals. Almeida agreed to provide preliminary data and to expand reporting for the next hearing.
The committee voted to continue the matter to Nov. 12 so directors and other department leaders can provide a fuller assessment of implementability, data-sharing limitations and next steps.
