The Budget & Finance subcommittee recommended forwarding a resolution authorizing the Office of Economic and Workforce Development (OEWD) to accept and expend a $1,350,000 Catalyst Community Grant from the California Department of Housing and Community Development (HCD) for the Mission Bay Neighborhood Children's Park.
Todd Ruffo (OEWD) outlined the grant's background: Mission Bay was designated a catalyst community in 2010 and the grant supports planning, engineering, design approvals, permitting and construction of a 1.12-acre children—s park in South Mission Bay. Lila Hussain (City Administrator's Office, successor agency to the Redevelopment Agency) explained HCD required a resolution before funds could be released; she said the park budget is approximately $3.3 million and the master developer is contributing about $1.9 million.
Supervisor questions focused on timing: committee members asked whether OEWD had applied previously and how the award letter dated 08/18/2010 fit into the timeline. Hussain said the HCD designation preceded the formal resolution and that the award process required the city's authorization paperwork before funds were disbursed. There was no public comment; the committee forwarded the resolution to the full Board with recommendation.
