Committee advances Clean Power SF RFP with community benefits language

The Government Audit & Oversight Committee voted to advance an ordinance authorizing a request for proposals (RFP) for community choice aggregation services—commonly called Clean Power SF—after San Francisco Public Utilities Commission (SFPUC) staff reported revisions to the draft RFP.
Mike Campbell, director of the community choice aggregation program at SFPUC, said the latest draft adds community-benefits language in both the RFP body and the scoring section and reflects input from LAFCO and its consultant, Local Power. Campbell noted that schedule dates in RFPs are commonly placeholders and that the PUC and partners will try to keep the process moving, but timelines can shift depending on the number and scope of respondents.
Public commenters, including Eric Brooks of the San Francisco Green Party, urged the committee to ensure the RFP schedule allows CPUC approval to fall before a June ballot measure and to keep LAFCO and Local Power closely involved in vetting any later changes. Supervisors raised concerns about local hiring and consultant team diversity and asked staff to emphasize local contractor inclusion during procurement.
The committee moved and seconded approval to forward the RFP ordinance with committee recommendations to the full board. SFPUC said it will continue coordination with LAFCO and push to keep the timeline as tight as possible.
