Board urged to appropriate $6.26 million to finish North Beach branch library

The Budget & Finance Subcommittee reviewed two ordinances to complete the North Beach branch library project and to adopt environmental financing for the project, asking for a supplemental appropriation of $6,259,742.
Judson Chu, representing Board President David Chiu, and Luis Herrera, city librarian, told the committee the North Beach project will be completed without issuing new debt by using realized savings from closed projects, transfers from the Library Preservation Fund and about $401,000 in GEO bond interest. "We can see the finish line with these items," Judson Chu said, emphasizing the project's importance to District 3 and surrounding families.
Herrera outlined that the branch library improvement program comprises 24 projects (16 renovations and 8 new buildings) and that the North Beach project moved from a modest renovation budget (~$3.4 million) to a full rebuild after a community master-planning process. He said the project required a full EIR that was certified by the Planning Department and upheld on appeal to the full board; he noted a legal challenge remains pending.
The budget analyst reported program-wide balances and tabled funding sources showing the branch library improvement program budget increasing from $189.9 million to $196.3 million after the requested appropriation. The committee moved both ordinances forward with recommendation.
