Rudy Aguilar of DPH described the grant-funded position (0.8 FTE) that will oversee the city’s collaborative work with the Department of Rehabilitation, map behavioral-health vocational services, increase referrals, and focus on creating pathways to employment for consumers with mental-health disabilities.
Public comment urged fiscal and program reporting. Francisco De Costa said the need in jails and reentry is deep and asked for quarterly reporting on grant use. Mark Pass, a rehabilitation supervisor with the California Department of Rehabilitation, testified in support, saying the program will increase federal dollars targeted at people with disabilities, yield more referrals to mental-health clinics, and improve employment outcomes.
The committee opened the item for public comment and then recorded a motion to send the item forward with recommendation; the motion carried without objection. The item will go to the full Board with the committee’s recommendation.
Next steps: DPH to implement the 0.8 FTE coordination role in partnership with Department of Rehabilitation and provide reporting as required under grant terms.
