Small amendment OK—Museum to add city-funded upgrades to new fire station under revised agreement

The committee advanced an amendment to the transfer and construction agreement between the City and County of San Francisco and the San Francisco Museum of Modern Art that would allow the City to pay up to $400,000 to add city-funded items into the museum—s contractor scope as part of building a new fire station at 935 Folsom Street.
Ken Rich of the Office of Economic and Workforce Development told the committee that during design and review DPW and Fire identified several components that were not included in the original agreement. Museum staff agreed to pay for some items; others would be city-funded but cost-efficient to build under the museum—s contractor while the project is underway. The department—s estimate for the additional work was about $350,000; the budget analyst cited a total additional cost of $395,002.53, of which SFMOMA would cover $44,318 and the fire department would pay the balance from previously appropriated capital funds.
Department of Public Works and Fire Department staff explained that the additions are mostly upgrades and operationally driven (for example, choosing glass shower doors rather than historical shower curtains, rubberized gym flooring and a reinforced floor to extend the facility—s life). DPW said bundling the work under the museum's builder would reduce time and likely reduce cost compared with splitting the work after core construction.
Budget analyst and department testimony confirmed city funding sources would not be general-fund discretionary monies but previously appropriated non-general capital funds for the Fire Department. After brief public comment, the committee moved the ordinance amendment forward with recommendation.
The ordinance will authorize the Fire Department to accept the improved facility and cover the city share of the additional items as detailed in the budget analyst—s fiscal table and subject to subsequent appropriation.
