Supervising nurses agree to concessions; committee approves MOU amendment with Local 856

SAN FRANCISCO — The Government Audit and Oversight Committee approved an amendment to the 2007–2011 memorandum of understanding with Freight Checkers, Clerical Employees and Helpers, Local 856, and received a presentation on wage concessions by supervising nurses in the Department of Public Health.
Mary Howe of the Department of Human Resources said a group of 126 budgeted nursing supervisors and nursing directors agreed to permanently relinquish 2 percent of an anticipated 10 percent wage increase and to forgo a $50,000 annual incentive program payment for the last two years of the contract. "They agreed to permanently forego 2% of their scheduled 10% wage increase," Howe said.
Deborah Newman, the budget analyst, outlined the estimated fiscal impact: a wage savings of about $111,000 in the current fiscal year, roughly $767,000 in fiscal 2010–11 and total estimated savings of $1,946,318 over three years; the deferred incentive pay accounts for roughly $100,000 over two years.
Supervisors thanked the nursing supervisors for the concession and asked DHR to continue outreach to other unions. Martin Grama, employee relations director at DHR, said the department has requested meetings with multiple unions and is working with the San Francisco Labor Council to pursue additional participation.
The committee moved the MOU amendment forward and confirmed the item was signed and would proceed as submitted.
