San Francisco Police Department Officer Mackey told the committee the PSIM report showed two letters of protest and zero letters of support, and that the location falls in Plot 559 (characterized in the report as a high‑crime area) and Census Tract 162 (identified as a high‑saturation area). Northern Police Station registered no opposition. The department and the Alcoholic Beverage Control unit recommended conditions including active monitoring by the petitioner to prevent loitering and a requirement that no noise be audible at nearby residences; Officer Mackey said the applicant agreed to those conditions on Oct. 24.
Applicant Hsu described Ebb and Flow as a Hayes Valley wine bar intended to serve patrons attending nearby cultural destinations, emphasizing a small‑business neighborhood fit. Public comment on the item was nil.
Chair Supervisor Rafael Mandelman moved that the clerk prepare a finding/resolution that the license meets public convenience and necessity and forward the matter with a positive recommendation; the motion was taken without objection.
The item will appear on the Dec. 10 Board of Supervisors agenda for final action.
