Committee continues decision on Target small‑format liquor license to Nov. 8

A Public Convenience or Necessity hearing on a proposed Target small‑format store at 1690 Folsom Street was continued to a special committee meeting on Nov. 8 after a district supervisor requested additional time for neighborhood outreach.

The Alcoholic Beverage Control liaison reported the Alcohol Liaison Unit had no letters of protest or support and recommended approval with conditions, including restricted alcohol sales between 7 a.m. and midnight and proactive monitoring to prevent loitering. The site is located in a census tract the ALU described as "high saturation" for alcohol licenses.

Attorney Beth Abalafia, speaking for the applicant, said Target had reached out to about 200 nearby residents and the SoMa West community benefits district and reported no objections. John Duz, Target’s development manager for the region, highlighted the company’s local hiring and community giving commitments and asked the committee for a favorable recommendation.

A district supervisor indicated the neighborhood supervisor requested more outreach; Target said it had performed outreach and reiterated its hiring commitments but agreed to continue. Chair Supervisor Rafael Mandelmann moved to continue the item to the Nov. 8 special meeting; the committee took the motion without objection.

Next steps: the applicant plans further outreach; the committee will take up the item at its November 8 special meeting.
