Committee forwards Epicurean Trader’s liquor‑license transfer in Hayes Valley after ALU conditions agreed

The Public Safety and Neighborhood Services Committee considered a transfer of a Type 21 off‑sale general (beer, wine and distilled spirits) license to Epicurean Trader LLC for a market proposed at 465 Hayes.
An SFPD Alcohol Liaison Unit officer told the committee the PCN (public convenience and necessity) report included two letters of protest, no letters of support, and noted the site falls in a high‑crime, high‑saturation census tract; Northern Police Station reported no opposition. The ALU recommended approval subject to four standard conditions: sales between 8 a.m. and 11 p.m.; petitioner‑led monitoring to prevent loitering on adjacent property; maintaining the adjacent area free of litter; and ensuring no noise is audible at nearby residences.
Applicant Matt Pond spoke in support, saying the Hayes Valley location was designed to serve weekly grocery needs with less than 5% of the store’s square footage dedicated to alcohol. "Less than 5% of the total square footage is dedicated to alcohol," Pond said, and described the business as a husband‑and‑wife independent retailer with other neighborhood markets.
With conditions agreed to by the licensee, Chair Rafael Mandelmann asked the clerk to prepare a resolution finding that granting the license would serve the public convenience and necessity and to forward that resolution with a positive recommendation to the full Board of Supervisors. The committee took that action without objection; the resolution was to be placed on the Board agenda for April 2, 2019.
