Committee forwards TIDA lease and sublease amendments to preserve affordable units on Treasure Island

The Budget and Finance Committee moved three resolutions for Treasure Island before the Board of Supervisors that amend the master lease with the U.S. Navy to add Building 449 and adjust subleases among island nonprofit housing providers.
Marian Saez of the Treasure Island Development Authority (TIDA) said TIDA entered into interim-use lease agreements with the U.S. Navy to operate housing and facilities on the former base and that TIDA receives no local tax or federal operating funds; revenues from subleases support utilities, public works and community services for about 3,000 island residents.
Saez said the first amendment adds Building 449 to the master lease and is expected to generate approximately $75,000 annually. Because one provider (Haight Ashbury Free Clinic) recently lost funding and returned 18 units, the second and third amendments memorialize redistribution of those units — for example, Swords to Plowshares would receive 12 additional units and the newly configured Haight Ashbury Free Clinic/Walden House would receive six. The committee's budget analyst noted increases in common-area maintenance and utility charges to reflect the reassignments and recommended approval.
Supervisor Kim thanked TIDA for its work during redevelopment dissolution. The committee forwarded the three items with recommendation without objection.
