The Government Audit & Oversight Committee considered an ordinance authorizing the city’s Real Estate Division to perform and award contracts for facilities maintenance and limited public-works work under Chapter 6. Amy Brown, the City’s director of property, said the ordinance is closely modeled on a recently enacted Department of Public Health ordinance and adds authority to repair elevators and escalators for faster response in operating buildings.
Deborah Newman, Budget Analyst, recommended adding a $400,000 cap so that major public-works projects remain with the Department of Public Works. The committee adopted that amendment and, as amended, forwarded the ordinance to the full Board with recommendation without objection.
Brown said the change is intended to restore the prior practical ability of property-management staff to quickly address building repairs after a legal interpretation in 2007 changed procurement requirements and made some routine work subject to Chapter 6 public-works procurement procedures.
The item will go to the full Board with the $400,000 threshold specified.
