Committee forwards 45-day interim moratorium on nighttime-entertainment changes at 1 Maritime Plaza amid push to save Punch Line

The committee agreed to forward an urgency ordinance to establish a 45-day interim zoning moratorium on changes of nighttime-entertainment use in the 1 Maritime Plaza area (bounded by Jackson, Sacramento, Drum and Sansom streets), a step supporters said is intended to preserve the Punch Line comedy club while parties negotiate a long-term lease.

Chair Aaron Peskin said the ordinance is cosponsored by supervisors including Safai and Haney and by every San Francisco supervisor, and noted that an interim moratorium can be extended in limited steps up to 18 months. He referenced a public demonstration and subsequent outreach from a Google official indicating interest in working toward a solution for the site. The deputy city attorney explained that an urgency ordinance requires a board hearing and, upon signature or return without signature by the mayor, goes into effect immediately; it can be vetoed but requires nine board votes to override.

Multiple performers and patrons of the Punch Line spoke in support. One comedian said the venue "has given me a community... the art scene in San Francisco is dwindling... the Punchline" and urged the supervisors to sponsor the ordinance. Another speaker and local performers described the comedy club as essential to launching careers and urged the committee to act.
