Supervisor Asha Safaie described the amendments as necessary to allow a safe parking/triage program to exist in the City. She said the ordinance title would be revised to separate the pilot program language from the Administrative Code and that the Police Code would be amended to create a narrow exception allowing vehicular habitation only on designated safe‑parking sites for program participants. Safaie also described reporting requirements that would require HSH and the Controller to present specified information six months after the ordinance’s effective date.
Deputy City Attorney John Givner recommended continuing both the first file and the duplicated file to the June 3 meeting so the City could determine which version should contain the new amendments and allow Planning to consider the duplicated file. Staff for Supervisor Brown said Supervisor Brown supports the cleanup amendments and the continuance to June 3.
The committee took the amendments without objection and continued the matter to the June 3 Land Use meeting. The action was procedural: the substance of the pilot program will return to the committee after Planning and affected departments incorporate the specified changes and reporting plan.
What happens next: the ordinance language will be adjusted to reflect the Police Code exception and the Controller/HSH reporting requirements; the committee will revisit the matter on June 3.
