Committee continues Geary–Parker gas‑line hearing pending NTSB findings

The committee continued a scheduled hearing on the Feb. 6 Geary–Parker gas‑line incident to the call of the chair, after Vice Chair Stephanie said the National Transportation Safety Board (NTSB) was still investigating and the committee did not want to proceed without that report.
Vice Chair Stephanie said the hearing was intended to examine excavation protocols and the city’s response but that the committee lacked substantial information at this time because the NTSB investigation remains open. She proposed moving the matter to the call of the chair so the committee can incorporate investigative findings into future proceedings.
Public commenters described the incident and urged clearer contracting standards and permitting requirements. Jolene Kramer, representing Laborers Local 261, cited reporting that the excavator that struck the gas main was operated by an employee of a subcontractor several tiers down the contracting chain (Verizon → Mastech → subcontractor → Kilford), and recommended amending Article 2.4 of the City Public Works Code to require competent contractors and to clarify liability for utilities and all contractor tiers. A public presenter displayed NTSB slides and photos and said the excavator damaged a PG&E natural gas main.
Vice Chair Stephanie moved to continue the hearing to the call of the chair; the motion was taken without objection. The committee adjourned.
