Committee forwards Gus's Community Market liquor-license transfer to full board with conditions

Supervisor Rafael Mandelman, chair of the Board of Supervisors’ Public Safety and Neighborhood Services Committee, on July 11 directed the clerk to prepare a resolution finding that the premise-to-premise transfer of a Type 21 off-sale general liquor license to Gus's Market Channel LLC, doing business as Gus's Community Market at 1101 Fourth Street, will serve the public convenience and necessity and forwarded the matter to the full Board with a positive recommendation.
The Alcohol Liaison Unit recommended approval with conditions. Officer Solomonsen told the committee there were zero letters of protest and one letter of support. The site is in Plat 295, designated a high-crime area for reporting purposes, and located in Census Tract 607, which the ALU classified as a low-saturation area. ALU recommended conditions that the committee adopted as part of its recommendation: sales, service and consumption of alcoholic beverages permitted only between 7 a.m. and midnight; the petitioners must actively monitor the area under their control to prevent loitering; no noise audible at nearby residences; and no wine sold in bottles or containers smaller than 375 milliliters.
Beth Abalafia, counsel for the applicant, told the committee that the market took over the space and the previous Type 20 beer-and-wine license in December and now seeks the Type 21 to offer a full-service alcohol selection as part of a broader grocery offering. "Not a large segment of our business, but it is something that helps that full-service basket," said Dimitri Bartekasanis, co-owner and general manager of Gus' Markets, describing the alcohol selection as a customer-requested addition after roughly seven months of operation at the location.
Supervisor Matt Haney said he strongly supported the transfer, noting Mission Bay lacks full-service grocery options and that Gus's has received positive feedback from neighbors. With no public speakers, Haney moved to forward the resolution with a positive recommendation; the committee took the motion without objection.
