Committee backs forwarding $5.7 million federal grant to support noncustodial parents' job services

The Budget and Finance Committee voted to forward to the full Board a resolution authorizing the Office of Economic and Workforce Development to retroactively accept a $5,724,203 grant from the U.S. Department of Labor to expand Transition SF, a citywide program that offers transitional employment and case management for non-job-ready, noncustodial parents.
Rhonda Simmons of the Office of Economic and Workforce Development told the committee the grant will serve "a unique population of non job ready, non custodial parents" across the city and is expected to touch about 1,300 caseloads over a four-year period. Simmons said the program will use One-Stop centers for outreach and that Goodwill is the "primary service provider" for case management, transitional employment and job-readiness services.
Simmons added the program will coordinate with adult probation because "a number of these folks will also overlap in the adult probation system." The department said outreach will include special efforts in areas that lack One-Stop sites.
There was no public comment on the item and the committee moved the resolution forward "with recommendation" without recorded objection. The committee did not receive a budget analyst report for this item at the meeting; the item will appear on the Board of Supervisors agenda as noted in the clerk's announcements.
