Tangerine Brigham of DPH said the $15,970,000 contract matches last fiscal year’s amount and supports reimbursement to more than 20 private and community providers, covering roughly 46% of Healthy San Francisco participants. DPH reported over 54,000 individuals enrolled in FY2010–11 and estimated roughly 64,000 uninsured adults citywide, meaning the program serves an estimated 85% of the uninsured population.
The budget analyst outlined the cost breakdown: approximately $6.8M in reimbursements to full‑service providers, $7.683M to limited‑service providers and an estimated $1.4M for other costs. The analyst noted the SFCHA reimbursement arrangement was sole‑sourced in 02/2008 and described the retroactive timing explained by DPH. Supervisors discussed enrollment volatility and the potential for multi‑year budgeting, and DPH said enrollment fluctuations complicate two‑year contracts but that the agency will explore stable assumptions.
A short public comment closed the item. The committee moved the contract forward with recommendation without objection; staff said a budget analyst report would be provided to the Board of Supervisors.
