The Budget and Finance Committee recommended that the Board approve two resolutions allowing designated officers, employees and a contractor to examine sales and use tax records held by the State Board of Equalization under California Revenue and Taxation Code section 7056.
Controller Ben Rosenfield told the committee the office routinely audits sales‑tax filings and has contracted such services for more than 10 years. The controller asked for authorization for staff and the consultant (MuniServices/Uniservice LLC) to access confidential taxpayer information as required for those audits.
The budget analyst said the controller’s contract contemplates a payment to MuniServices equal to 18% of additional sales tax revenues identified; based on historical data the analyst estimated about $2.8 million in additional sales tax revenue over five years and approximately $500,000 in payments to MuniServices over the same period. The analyst recommended approval of both resolutions.
One speaker offered a public comment that was not germane to the item. The committee closed public comment and moved the resolutions forward with recommendation without objection.
