Committee backs assessor recommendation to pay $66,600 reward for unreported property-transfer

The Government Audit and Oversight Committee voted Oct. 6 to forward to the full Board an ordinance authorizing a whistleblower reward tied to an assessor’s investigation of an unreported change of ownership.
Alyssa Pines of Assessor-Recorder Phil Ting’s office told the committee that the change of ownership occurred in February 2001 and produced about $832,000 in recaptured taxable value; under the whistleblower ordinance the assessor recommended a 10% award amounting to $66,600.48. Supervisor Peskin thanked the Assessor’s Office for the work and encouraged residents to report unrecorded transfers; during the hearing he referenced a slightly different rounded figure ($66,400) while reading the record.
Public commenter Douglas Yap praised the ordinance, urged broader whistleblower coverage in other departments and raised concerns about how some internal complaints are handled by city departments. No departmental opposition was recorded.
The committee forwarded the assessor’s recommendation to the full Board by unanimous voice agreement on a motion by Supervisor Sophie Maxwell. The ordinance will return to the Board for final action.
