Union Square BID renewal and expansion clears committee with amendments

The Land Use and Transportation Committee on April 29 unanimously moved an amended resolution of intention to renew and expand the Union Square Business Improvement District (BID) and forwarded the measure to the full Board with a positive recommendation.
Chris Korgus and Chris Corrigan of the Office of Economic and Workforce Development introduced the resolution, and Robbie Silver, director of marketing and public realm for the BID, described the proposed third 10‑year term (July 1, 2019–June 30, 2029), a proposed assessment budget of about $6,036,108.88 and a total proposed budget near $6,560,990. Silver said the BID is proposing two assessment zones (Zone 1 and Zone 2) so core properties would receive more frequent cleaning and enhanced safety services, and he reported that about 74% of the proposed budget would go to cleaning and safety operations.
Silver highlighted operational metrics from 2018—removal of large amounts of trash, thousands of graffiti abatement actions and thousands of needles removed—and described programs for cleaning ambassadors, pressure washing, camera coverage and event programming.
Multiple hotel and property representatives testified in favor of renewal, stressing the BID’s role in public‑realm improvements, safety and visitation. Committee members moved and took without objection two clerical corrections to the engineers’ report (page/line number corrections) before forwarding the item to the full Board with a positive recommendation.
Next steps: the Department of Elections will be authorized to initiate ballot proceedings to renew the district, and the full Board will consider the amended resolution in its normal process.
