Committee forwards Decant SF—s Type 42 ABC application for 1168 Folsom to full Board

The Public Safety and Neighborhood Services Committee on March 7 moved forward a resolution recommending that the Board of Supervisors consider issuing a Type 42 on-sale beer and wine license to Decant SF LLC, operator of a proposed retail wine shop and small wine bar at 1168 Folsom Street.
Joel Salmonson of the San Francisco Police Department—s Alcohol Liaison Unit presented the PCN report and said there were no letters of protest or support on file. Salmonson said the location sits in Census Tract 178.02, which the unit classifies as a high-crime, high-saturation area, but ALU recommended approval subject to three conditions: (1) sales, service and consumption of alcohol only between 11 a.m. and midnight daily; (2) the operator must actively monitor adjacent areas to prevent loitering; and (3) no noise audible at nearby residences. Salmonson told the committee the applicants had agreed to those conditions on Feb. 20, 2019.
Simran Grewal, a co-founder of Decant SF, described plans for a combined retail and hospitality space emphasizing wine education, weekly classes and tastings, early evening hours and neighborhood-facing programming. Grewal said the owners had remodeled the storefront, planned lighting and plantings recommended by planning staff, and hoped the business would be a community resource.
Several members of the public and industry professionals spoke in support, citing the business—s local sourcing and educational mission. After public comment, Supervisor Matt Haney moved to forward the resolution with a positive recommendation; Chair Rafael Mandelmann took the motion without objection and directed the clerk to prepare the resolution for the full Board.
What—s next: The committee—s recommendation will appear on the Board of Supervisors agenda. The clerk will file the resolution and staff will schedule the full-board hearing and any additional required public notice or findings.
