Committee roundup: referrals, continuations and sole-source amendments from the June 16 hearing
Summary

- Item 1 (Chapter 6 Administrative Code amendments): Moved by Supervisor Tom Ammiano and referred to the full Board with the committee's recommendation, "without objection." (see Item 1 article for details.)
- Item 2 (ordinance fixing compensation for unrepresented employees): Committee forwarded the ordinance to the full Board with recommendation. Staff said the ordinance establishes working schedules and takes effect July 1, 2008.
- Items 3 and 4 (enterprise zone support and related business and tax code changes): After brief discussion and a minor correction, the committee sent Item 3 back to committee as amended and Item 4 to the full Board as listed, with the chair noting a small text correction on Item 3.
- Item 5 (DTIS reorganization): The committee continued the item to the call of the chair to allow the budget analyst and major stakeholders (unions and department managers) to meet and report back. Administration said about 26 positions were proposed to transfer and that a three-month transition was planned.
- Item 6 (SFPARK contract with Serco): MTA requested a two-year agreement not to exceed $23,000,000 to implement the SFPARK pilot; the committee agreed to reduce the not-to-exceed amount by $920,000 per the budget analyst's recommendation and forwarded the item to the full Board with that amendment.
- Item 7 (Circle Management Systems amendment): The committee accepted budget-analyst recommendations (including a $500,000 reduction and deletion of an option to transfer coin-counting functions) and agreed to send the item to the full Board without a committee recommendation while the MTA completes the RFP/contract amendments.
- Item 8 (MTA biennial review): The committee accepted MTA's request to continue Item 8 to allow staff to prepare required materials.
- Item 9 (Presidio and city transportation work group): Supervisor amendments (including MTA chairing the working group and technical membership requirements) were accepted; the committee sent the item forward as amended with recommendation.
- Item 10 (Presidio Fire Station staffing and funding): After extensive testimony from the Presidio Firefighters, GGNRA, Presidio Trust and SFFD, the committee continued the item to the call of the chair pending a joint study to examine staffing, mutual-aid agreements and possible funding/billing options.
The committee adjourned after completing the agenda. The committee instructed relevant staff and agencies to return with requested reports or revised language as noted above.
