Supervisor Gerardo Sandoval, who introduced the amendment of the whole, said the package was intended to "green the taxicab industry without bankrupting the companies and without doing so on the backs of cab drivers" and that the measure would allow companies to replace their fleets with low-emission vehicles within about three years. He said drivers would see conservative fuel savings of "$12 to $15" per shift from switching to hybrid vehicles and emphasized that the ordinance requires cars to be on the California Air Resources Board's Super Ultra Low Emission Vehicle list.
