Chair Supervisor Rafael Mandelmann presided; Vice Chair Supervisor Ronan made the motion and the committee adopted it without objection.
According to the SFPD Alcoholic Beverage Liaison Unit (ALU) presentation, the location sits in a Census Tract the department identified as high‑crime and a high‑saturation area. ALU recommended approval conditioned on limits the applicant agreed to: on‑sale hours restricted to 10 p.m. to midnight Sunday–Wednesday and 10 p.m. to 2 a.m. Thursday–Saturday; no off‑sale of alcoholic beverages; prohibition on distilled spirits sold by the bottle; three licensed uniform security guards required for events that include live entertainment; and active monitoring of areas under the licensee’s control to prevent loitering and disturbances.
Applicant John Eric Sanchez described Executive Order as a 21+ cocktail bar whose theme pays tribute to historical U.S. presidents and said he has collaborated with SFPD ALU and agreed to the recommended conditions. Supervisor Ronan placed on the record support from Raquel Rodon Diaz of the Soma Pilipinas Cultural District and noted the applicant’s pledge to host Filipino‑oriented cultural events and up to six pop‑up dinners a year to support local food entrepreneurs.
A representative from Soma Pilipinas read a letter of support during public comment, emphasizing the applicant’s community commitments to art, cultural events and small‑business opportunities.
The committee’s action is a procedural PCN (public convenience or necessity) certification that allows the applicant to proceed with the state ABC process; it is not the final ABC license. The resolution forwarded by the committee will track the ALU conditions agreed to by the applicant ahead of state review.
