Committee adopts HomeSF amendments, continues item to Jan. 7 for further review

Chair Katie Tang and Planning Department staff reviewed proposed amendments to the HomeSF program intended to streamline entitlements for affordable-housing projects and avoid duplicate conditional-use hearings.
Paulo Ikedzoe of the Planning Department said the Planning Commission recommended adding requests for parking in excess of district limits to the list of conditional-use triggers the commission would continue to review under HomeSF, and recommended removing the program's 12/31/2019 sunset so HomeSF tiers remain until the Inclusionary Affordable Housing Technical Advisory Committee issues further guidance.
Chair Tang said the changes are intended to avoid unnecessary duplication of hearings and to delay a hard deadline until an economic feasibility analysis is complete. After brief questions from supervisors, a motion to adopt the staff amendments passed without objection, but staff informed the committee that at least one amendment requires additional work and re-noticing; the committee continued the item to the Jan. 7, 2019 meeting.
The committee action adopted the proposed amendments for committee consideration but did not finalize all ordinance text; additional technical edits and possible re-noticing will be handled before the item returns to the committee in January.
