Committee forwards Dogpatch Arts Plaza encroachment permit to full Board

The committee voted Feb. 4 to forward a resolution granting revocable permission to 650 Indiana Street LLC to occupy and maintain a section of Nineteenth Street for the Dogpatch Arts Plaza.
Deborah Lutzky of Public Works described the major encroachment permit and said the proposed improvements include planters, stormwater infrastructure, landscaping, lighting and concrete seating. Project sponsor Katie O'Brien said the developer would pay for maintenance and capital costs; the city engineer certified an annual maintenance cost of $23,790, which the permittee would be required to post as a two‑year deposit if the permittee failed to maintain the plaza.
Mark Bontagnuri of San Francisco Parks Alliance said the plaza emerged from community planning and would be owned by the city after the developer builds the improvements; a nonprofit friends group would help program and maintain the space.
The committee took the item with a positive recommendation to the full Board.
