Committee Advances Below‑Market Lease for Juma Ventures, Sends Item to Full Board

The Government Audit and Oversight Committee voted, without objection, to send a recommendation and committee report to the full Board on a below‑market lease and startup funding package for Juma Ventures.

Staff told supervisors that two respondents applied for the City Hall tenant opportunity and that Juma (referred to in the record as Joomla/Juma Ventures) was rated highest after a review that included members of the controller’s office. Mark Spencer of Juma Ventures attended the meeting to answer questions about the proposal.

Committee members focused questions on the city’s first‑year contribution and the plan for sustaining costs in later years. Severin Campbell of the Budget Analyst’s Office noted the packet treats the arrangement as a policy matter because the rent is below market. Mark Spencer said the startup grant funds are intended to establish the Juma Ventures location and make the operation sustainable, adding the tenant projects breaking even within the first year and possible profitability thereafter.

Public comment included an alternative proposal from Douglas Yap, who asked the city to consider using the space for the Ethics Commission and the whistleblower program so those units would have confidential meeting space and signal an institutional commitment to ethical government.

The committee’s action sends the item to the full Board for a hearing; staff and the chair indicated related paperwork is in place and the tenant could begin moving in after the Board’s further consideration.

The full Board will receive the item for a hearing and final action.
