Budget committee advances CEQA and planning fee updates to full board

The San Francisco Budget and Finance Committee on July 2011 advanced two fee ordinances to the full Board for final consideration, moving item 6 (a CEQA administrative-code correction) and item 7 (planning-code fee adjustments) forward without objection.
Chair Carmen Chu said she wanted “to take action on item number 6 and 7,” and opened both items for public comment; none was offered and she asked whether the committee could move them to the full Board, which the panel did without objection.
Tom DeSanto of the client department summarized the measures. He said item 6 (file 110706) corrects an oversight so the controller can adjust newly added fees (a wireless-telecommunications facility fee and a payment-plan fee) by the Consumer Price Index and applies a 2.07% CPI adjustment for the coming year. Item 7 would cap intake fees tied to construction costs so an initial intake fee cannot exceed 50% of construction cost, targeted at small "over the counter" projects that sometimes faced fees equal to or greater than project costs, and also applies the 2.07% CPI increase.
Committee members said the measures clarify fee language and reduce disproportionate charges on smaller projects. Chair Chu moved both items forward to join other budget matters on the Board agenda for July 12, 2011.
The committee record shows no public speakers on these items and no objections from supervisors present; the measures will now be considered by the full Board.
