Committee forwards Flower Mart development ordinance establishing $20M legacy business fund

The Rules Committee on Jan. 24 voted to forward an ordinance implementing trailing items from the Kilroy/Flower Mart development agreement to the full Board after adopting technical amendments.
Anne Topier of the Office of Economic and Workforce Development told the committee the legislation accomplishes four goals: create a Central SoMa Legacy Business and PDR Support Fund ($20,000,000), create a Jackson Playground Park Fund ($2,158,000), authorize acceptance of a parcel at 71 Boardman Place for 100% affordable housing, and correct a missing transportation demand-management exhibit in the recorded agreement. Topier described three negotiated changes included in the amended transfer agreement: a one-time $919,000 payment by Kilroy for environmental cleanup of the Boardman site; site-closing conditions requiring removal of structures and installation of a perimeter fence; and a reduction in the jobs-housing linkage fee credit from $5,355,000 to $5,250,000.
Jeanne Bowes, general manager of the San Francisco Flower Market, urged the committee to approve the ordinance, saying the market supports family-owned vendors and regional agricultural supply chains and that the proposed nonprofit management arrangement would help vendors and educational programming.
With no committee objections recorded, the Rules Committee voted to send the item as amended to the full Board with recommendation.
