Committee approves positive recommendation for Chiotros Grocery’s off‑sale license transfer

The Public Safety and Neighborhood Services Committee on Jan. 23 voted to forward a resolution to the full Board recommending approval of Chiotros Grocery’s application for a type 21 off‑sale general liquor license at 858 Rhode Island.

ALU reported the site is in Plot 310 (low crime) and Census Tract 27.4 (low saturation), with zero letters of protest or support. ALU recommended standard conditions, including monitoring of the area to prevent loitering and limiting hours; ALU noted the applicant had assigned hours of 8 a.m.–10 p.m. and had agreed to the recommended conditions as of January 2019.

Applicant Elizabeth Willard told the committee she has owned and operated the deli/grocery for 12 years, recently faced a significant rent increase and was seeking the license to generate additional income. She said the store will sell only large bottles and is a neighborhood hub.

Michael Nolte queried why only two conditions were listed in ALU’s packet and said the applicant’s request letter had mentioned that alcohol would occupy no more than 15 percent of store frontage — a detail not reflected in the packet. ALU staff explained they select conditions based on localized crime statistics, calls for service and business history and that conditions can be revisited at transfer.

Vice Chair Ronan moved to find that the license meets public convenience and necessity and to direct the clerk to forward a positive recommendation; the motion was taken without objection.

Next steps: The clerk will prepare a resolution recommending approval for the full Board to consider.
