The committee voted on Jan. 23 to forward a resolution recommending denial of Tank 18’s application to add a type 20 off‑sale beer and wine license to its current type 75 distillery permit.
ALU reported that Tank 18 (Porky’s Palace LLC) had applied to add a type 20 license and that the parcel lies in a high‑crime/high‑saturation area; the applicant was not present. ALU recommended standard conditions, including offering full meals whenever alcohol privileges are exercised, monitoring adjacent areas to prevent loitering, and maintaining litter and graffiti controls; ALU noted the applicant had agreed to recommended conditions where applicable.
Michael Nolte, a protestant who has appeared on multiple items, presented materials he said showed the business had been serving beer and wine for off‑sale purposes on Jan. 19 and questioned recommending approval while the owner was absent. Vice Chair Ronan said Nolte’s evidence and the owner’s absence gave the committee insufficient comfort to move forward. ALU said it had no prior knowledge that the business was serving off‑sale alcohol in violation of its permit.
Vice Chair Ronan moved that the committee find the issuance of the license would not meet the public convenience or necessity and direct the clerk to prepare a recommending‑denial resolution; the motion was taken without objection and will be forwarded to the full Board.
Next steps: The clerk will prepare the resolution; the full Board will consider the recommendation on the Board agenda.
