LAFCO panel to review CCA consultant bids after SFPUC amendment; interviews to be scheduled post-Feb.7

SF LAFCO staff told the Government Audit and Oversight Committee that five firms had submitted responses to a joint SF LAFCO and San Francisco Public Utilities Commission RFQ for services related to Community Choice Aggregation (CCA), and that the SFPUC—s amendment to its portion of the RFQ extended responses to Feb. 7.
The Executive Officer summarized the bidders listed in the meeting packet: Davis Wright Tremaine (law firm), GES engineers and appraisers, Michael Bell Management Consulting, Navigant Consulting and Local Power. Staff said some bidders had submitted only to the LAFCO portion while others responded jointly to both agencies.
Staff recommended convening an interview panel composed of representatives from SMUD (or Palo Alto as a backup), the San Joaquin Valley authority (if needed), SFPUC and a LAFCO representative. Commissioners debated whether a LAFCO commissioner should sit on the panel to avoid prejudgment and potential conflict of interest; several members favored doing the interviews before the full commission or inviting recommended bidders to present at the February meeting.
Commissioners asked staff to check references for prior similar projects, verify bidder qualifications and consider whether a small subcommittee or the full five-member commission should conduct interviews. Staff said the RFQ includes evaluation criteria and LBE considerations and that the LBE (local business enterprise) 15% participation requirement added by SFPUC would be required at contract stage rather than as a designation at RFQ submission.
SFPUC staffing changes were raised as a possible source of delay: commissioners asked if the general manager transition would affect contracting timelines; staff replied that contract approval is on the SFPUC calendar for March 25 but that hiring an implementation staff director typically involves general-mananager-level approval and may take additional time.
The committee agreed to continue the procurement timeline to the February LAFCO meeting, after the Feb. 7 RFQ deadline, and requested staff return with an interview schedule, recommended bidders and their references.
