The Budget and Finance Committee approved a supplemental appropriation to address the Sheriff—s Department—s end-of-year salary and liability needs, adopting the Budget Analyst—s recommended adjustment.
Sheriff Hennessy said the request would reappropriate existing contingency and debt-service savings and appropriate general fund reserves to cover salary expenditures caused by fewer retirements than expected and higher-than-anticipated disability and workers' compensation claims. The item requested $6,361,808 of general fund reserve and reappropriation of $2,821,843 in other sources.
The Budget Legislative Analyst reviewed the request and recommended a modest reduction in the request (a reduction of $152,000) based on review of ongoing overtime and spending-to-date. Public comment included Thomas Picariello, who opposed the appropriation and suggested alternative priorities, and a SEIU representative who expressed support for the appropriation on behalf of affected employees.
A supervisor moved to accept the appropriation with the Budget Analyst's recommended adjustment; the committee accepted the amendment and moved the item forward as amended without objection.
Next steps: the item will be reported forward to the Board of Supervisors with the analyst—s recommended reduction incorporated.
