Committee sends appropriations-limit resolution to board after Controller briefing

The Government Audits and Oversight Committee voted to send a resolution establishing the fiscal-year appropriations limit to the full Board of Supervisors after a briefing from the Controller's Office. "Our budget as adopted recently at the July is comfortably $137,000,000 under that appropriations limit," Todd Rechstrom of the Controller's Office told the committee.
The appropriation limit review is done annually under California Constitution Article 13B, Rechstrom said, and local jurisdictions must calculate their own limits. He told the committee the margin under the limit has narrowed from prior years — the jurisdiction was $215 million and $348 million under the limit in previous years — reflecting recovered tax revenues.
Chair Sean Ellsburn closed public comment with no speakers and, "without objection," sent the item forward to the full Board with the committee's recommendation. The committee heard the Controller's office will continue to reconcile actual expenditures at year end to ensure compliance with the constitutional limit.
