India Basin project items continued after public comments and notice of appeal

The Land Use Committee on Sept. 17 continued three land‑use items related to the India Basin mixed‑use project — an amendment to the general plan, a planning‑code ordinance to create an India Basin Special Use District, and a proposed amendment to a development agreement between the city and India Basin Investment LLC — to the Sept. 24 committee meeting.
Bradley Angel, director of Green Action for Health and Environmental Justice, told the committee that Green Action has appealed the Planning Commission’s approval and that the appeal is calendared for Sept. 25. Angel said the Planning Commission’s approval runs contrary to conclusions in the environmental impact report and warned of "significant negative impacts on air quality." "We are confident we are gonna win on appeal because I doubt and hope no supervisor is gonna vote to increase air pollution in Bayview Hunters Point," he said.
Jesus Flores, operations manager at Archimedes Bania, a bathhouse adjacent to the proposed project, urged the committee not to amend zoning or create a special‑use district before further analysis. Flores described the banya as a cultural institution and said proposed height changes could overwhelm the business and the surrounding community and raised CEQA compliance concerns.
Chair Katie Tang said presentations on the India Basin items will be scheduled for the Sept. 24 Land Use meeting. The continuance was made without objection, giving the parties time to present and allowing the appeal timeline to proceed.
