Committee moves rezoning and legislative-setback change on 19th Avenue to full Board

Chair Katie Tang sponsored an ordinance to revise a legislative setback on the west side of 19th Avenue (between Quintara Street and Rivera Street) and to rezone certain parcels from RH-1/RH-2 to RM-2 to open the site to denser housing. Tang said the location is a transit corridor and a prime location to incentivize using HomeSF density bonus tools.
Aaron Starr of the Planning Department told the committee the Planning Commission originally recommended approval with modification (to retain a 9-foot setback) to protect the pedestrian realm, but after confirmation from SFMTA that a bulb-out would be installed the Commission recommended approval without modification. Public commenter Eileen Bogan requested a continuance, arguing the rezoning and setback amendments affect parcels not in the proposed project area and citing inconsistencies in the environmental document and Caltrans comments. The committee approved sending the ordinance to the full Board with a positive recommendation.
