Committee forwards two liquor-license items: Verve transfer and Cafe Envy pre-application

Applicant Dustin Wilson described Verve as a small-format, higher-end wine retailer and said the company agreed to the recommended conditions. Supervisor Ronan moved to send the item forward with a positive recommendation; the committee passed the motion with no objections.
Item 2: Type 87 neighborhood-restricted on-sale general liquor license pre-application certification for Cafe Envy (1701 Yosemite Avenue) in the Bayview. OEWD staff (Ben van Houten) explained the SB 1285 pre-application outreach requirements: notice within 500 feet, community meeting within one mile and a 14-day mailing prior to the meeting, plus police notification. Applicant April Spears (Auntie April's) described outreach (500-foot mailer, community meeting, merchant and officer contacts) and the business plan (daytime cafe with evenings for 21+ programming, live entertainment and healthy food). Supervisor Cohen urged a positive recommendation; the committee forwarded the certification to the Board with a positive recommendation.
Item 5: An ordinance to amend the health code to ban sale and manufacture of animal fur products was continued at the sponsor's request to March 14 to allow additional economic-impact analysis and stakeholder outreach.
