Public testimony from affordable-housing advocates — Peter Cohen of the Council of Community Housing Organizations, Rebecca Foster of the Housing Accelerator Fund/Tipping Point, and Corey Smith of the Housing Action Coalition — emphasized land scarcity and praised the ordinance as a targeted tool to unlock sites.
Supervisor Kim moved amendments in committee to adopt the Planning Commission recommendations and then moved the ordinance as amended to the full Board; the committee took the amendments without objection.
