Rules Committee forwards Sunset Chinese Cultural District ordinance after broad community support

The Rules Committee on July 19 voted to recommend an ordinance to establish a Sunset Chinese Cultural District covering the area bounded by Lincoln Way (north), Sloat Boulevard (south), 19th Avenue (east) and the Great Highway (west).
Supervisor Mar presented the ordinance, describing the district as the city—s ninth cultural district and the first focused on Chinese communities on the west side. He said the designation is meant to stabilize a working‑class Chinese immigrant community facing rising housing costs, business closures during the COVID pandemic and anti‑Asian bias. Planning Department staff said the Historic Preservation Commission unanimously recommended the ordinance on July 7.
Community organizations that helped develop the plan — Self Help for the Elderly, Waimea/Waimei School, Asian Inc., People of Parkside & Sunset and others — spoke in favor, saying the designation would support business recovery, intergenerational programming, affordable housing and community institution building. Supervisors moved to forward the ordinance as a committee report so the full board may consider it before the summer recess.
Next steps: The full Board of Supervisors will consider the ordinance for final action; Planning Department staff said they are available to answer follow‑up questions about geographic boundaries and program details.
