Supervisors move to ratify and amend MTA security contract after finding procurement gaps

Bill Jones, Assistant Director of Purchasing, asked the committee to ratify and increase the King Security contract for armed and unarmed security services supporting MTA revenue operations to $12,000,000 and to extend the contract to Dec. 31, 2007, retroactive to July 1, 2006. Jones explained the contract was a requirements contract originally bid without a specified dollar cap, that expenditures had grown above initial estimates (now exceeding $2,000,000 per year), and that the MTA would use new Prop E authority to re-bid by September for award in December.
Deborah Newman of the Budget Analyst's Office supported retroactive authorization to July 1, 2006, but recommended reducing the proposed ceiling to $11,500,000 to limit contingency exposure. Jones argued for $12,000,000 to preserve contingency funds if the new procurement ran late. The chair proposed a middle ground to increase the ceiling by $1,750,001 to split the difference; with no objection the committee adopted amendments and voted to send the item forward. The clerk read a roll call on the motion: Supervisor Aliolapierre aye; Supervisor Daley no; Supervisor Ellsberg aye.
Committee members asked purchasing and MTA to continue corrective steps described in the presentation (regular contract-status meetings, training, and a contracting group focused on MTA procurements).
